Hospital in New England or Mid-Atlantic?

To clarify, a fortress region is a region of strategic importance (and that's what Mid-Atlantic's high iron is) that we move lots of players to so it will be protected by its prohibitively high attack cost (as the price of attacking a region is dependent its population), which will make any nation think twice about attacking it since they'd be bankrupted in the process of just commencing the battle. Plus it's pointless to waste wellness every fight cycle by moving around to heal. So I see no reason to put the hospital in New England, and suggest that we declare Mid-Atlantic our new fortress region and move there once our Q3 hospital is completed. Traditionally (at least in eRepublik, but again, they're undeniably similar), the allocation of hospitals and defense systems is subject to in-game Congressional approval before they can actually be put down in a region. However, as the Congress module has yet to be implemented, we can't exactly do that. Therefore, I propose that we, as the most active members of the vUSA community, take a vote on whether to place the hospital in New England or Mid-Atlantic upon completion, and ask the government (AKA the President, since he's the only elected official for the time being) to abide the result of said vote once a conclusive majority of opinion is reached.

Okay, so assuming we have both New England and Mid-Atlantic left, which one should we put it in?

Does no one actually care about a matter of national security? I realise that the beta will be wiped eventually, but assuming that most players rejoin into the region they last inhabited, then this could dictate American military tactics for years to come (look at California in eRep).
